It'd be absurdly obvious and un-fun since everything is out in the open, but they also don't need to. That's not to speak of campaign missions where the AI can absolutely spawn units without spending money from special spawn sites for story reasons, or how there are sometimes units only the AI can use, or how the 'final boss' COs have super OP abilities that get toned down for their multiplayer counterparts. In most of the more difficult maps (and on the higher difficulty campaign modes) the AI starts with more units and/or resources and/or a substantially more favorable map.
