As far as I can see looking at the US PSN store page, all costume DLC except one is sold separately. That includes the DLC that was exclusive to the Japanese limited edition as well as the DLC that was pre-order exclusive in Japan. So I doubt there's any DLC in the ROW special editions that are not available for purchase separately.The only costume DLC that is missing from the US PSN store page is the Goth Cat Dress which was free for a limited time in Japan (IIRC for PS+ only). As far as I can tell, that specific DLC has not been made available outside of Japan in any version of the game.
